This is information for those of you who do, or intend to patronize Bass Pro Shops. I recently purchased a firearm online through BPS and had it shipped to the store in Rocklin. I should've known better, being that several years prior I had purchased a boat through the same store and it turned out to be the biggest nightmare/mistake of my life. Took a couple weeks for the firearm to arrive, no big deal. Firearm arrives and it's missing the mid bead on the rib. Not a huge deal, maybe Beretta's fault, they worked with me on that.

Now, there are several exemptions to the 10-day waiting period, one being the purchaser is a sworn law enforcement officer and has written authorization from the head of the agency. This is in accordance with Penal Code 27650(a)(1)(2), for reference. I know not everyone is fond of this exemption and believe law enforcement officials should be treated no differently than the general public. I don't disagree and think the 10-day waiting period is BS altogether. But nonetheless, this is a valid exemption to these restrictive laws and myself and many others have been fortunate to take advantage of it. People are entitled to their opinions on this, I get it.

I provided shop personnel with a 10-day waiver signed by the head of my agency. I was initially told they don't accept the waiver. I was then told they would only accept the waiver if the firearm was used for "on-duty" use, but since they don't sell firearms that would be used as "on-duty" firearms, they still won't accept the waiver. The person advising me this also told me that the penal code had recently changed, and has verbiage saying the firearm must be for duty use. This is factually inaccurate as the penal code does not specify how the firearm will be used. Additionally, it is not up to BPS to determine how the firearm is to be used. Either this person is ignorant in this area or thinks the customers he is serving are. After politely educating this individual, I was then told that it is store policy not to accept the waiver. This was frustration #1.

As we continue to complete the paperwork, I'm told to sign a waiver that I will pick up the firearm after an 11 day waiting period. Perplexed, I asked why it was 11 days and not 10 days, per California's already ridiculous law. I was told it was to prevent people from picking up their firearm too early. I asked if I showed up on day 10 if they would release the firearm and they told me no. Reason being... store policy.

During completion of the paperwork, I'm charged an additional fee for a cable lock. This is a small fee, but again, there are exceptions to this. If you already have a compliant lock box or safe, you sign a simple affidavit with the information of your safe. This wasn't an option. Again... store policy.

As previously mentioned, I have personally used this exemption through other dealers as have many others that I know. There have been ZERO issues. I wrote an email to BPS' customer service asking why their "store policy" is more restrictive than California's already ridiculously strict gun laws. I was promptly forwarded to the store manager who provided a very short, uninformative email only confirming the waiver wouldn't be accepted. In the meantime, I had contacted other FFL's and asked if they would accept the 10-day waiver. No issues. I replied to the store manager asking them to ship the firearm to an FFL that would comply with the exception. Answer... store policy is we can only ship to BPS and Cabela's stores.

My complaint here isn't because I have to wait 10 days, well 11 per BPS. But we already live in such a restricted state and whether it's the business as a whole, or just this store's policy, but BPS makes it even harder and more restrictive to obtain legally purchased firearms. This is NOT in the best interest of sportsmen, law enforcement or the every day average Joe gun owner. I would never tell anyone how to spend their money, but I won't be spending anymore of mine at BPS or Cabela's.

Around 8 years ago, I took a BPS sales ad into Sportsman's Warehouse in Chico. At the time I worked in Sacramento but lived about 30 minutes from Chico. I point to a gun in the ad and tell the SW associate I want to purchase the gun right now but want the price match. I was initially told it wasn't a close enough competitor. I told the associate that I'm frequently minutes away from BPS and although I would rather spend my $ at SW, it doesn't bother me to buy and pick it up there and save the over $100 difference. He leaves to speak with a supervisor and rather quickly returns and says they won't price match it but rather beat it by "X" more. 10 days later, I picked up the gun in Chico.
 
Well we are in California...so there is that. I personally dont think anyone should be exempt from any law..... especially politicians! If its a law...everyone follows it..maybe some of the stupid laws would disappear?? Or we would all grow enough balls to force change?
 
...the LE exemption is BS for everything.....is there a single LEO in the state that has to supply his own gun, magazines or ammo??
 
Look, I know the LE exemption isn't everyone's cup of tea and as stated, I don't necessarily disagree with guys' negative point of view towards it. It's actually somewhat contradictory to the 2nd Amendment in that essentially "government agents" have access to firearms, whereas civilians don't. Those opinions on the matter are valid and the exemption was not meant to be the focal point of this post, though it is a part of it.

Aside from people's opinion on the matter, the exemption is law. The wait period is 10 days, not 11. You are not required to purchase a cable lock if you sign a safe affidavit. Firearms can be shipped to other FFLs, not just inter-store.

I get it.. we live in California and our gun laws are BS. But you have a business that's "store policy" is more restrictive than what is probably the most restrictive guns laws in the nation. I'm all for allowing the purchase and possession of firearms by those legally able. BPS is obviously not about allowing individuals to obtain their legally purchased firearms in a manner that is in compliance with our already BS laws. Then they want to additionally profit by requiring you buy a cable lock when it is not a necessity.

Yes, I was in full male Karen mode 😆. But the culmination of BS under the guise of "store policy" just irked me.
 
Yeah, Basspro sucks but we “civilians” been jumping through those bs hoops for a looooong time so like I said…. Go get some sympathy somewhere else.

I chose to buy else whenever possible. BPS is way down the vendor list and it has nothing to do with their firearm’s policies.

I miss the Cabela brothers a lot. Sheels is my big box vender of choice at the present……. and they are far from perfect.

The 11 day wait could be to ensure that you have completed your 10 24 hour days waiting period.

BPS cannot release the firearm until you have met any of the exemptions on the DROS or your wait time of 10 24 hour days has passed and you are approved.
If you have completed the DROS form it will have the earliest delivery time down to the second on the upper right portion of the pending DROS
 
I think they make it 11 days so they don't have to argue with anyone that they are there 1 hour early and get pissed.....like cabuck says.....release time is to the second on the paper work....

I am opposed to special rules for LE ….. if you didn’t think you were “special” you wouldn’t be pissed.

The 11 days is because the re-tards at basspro can’t read a watch….Same reason Walmart stopped selling guns.

Just curious what you union and department thinks of the 10 waiting period and if they make it known to the politicians that represent their area. And when they make recommendations to their members and employes do they recommend voting for politicians based on their view of the union or the states **** gun policy?

I worked 10 years for CDC and I KNOW they pushed for us to vote for the very people who made these **** laws.

If it's the same there, maybe you should pitch to them and start a movement to sway your union in a direction more aligned for the law abiding citizens and their constitutional rights.
 
The requirements that the letter states that firearm is for duty use and that a records check does not show a misdemeanor domestic violence conviction are federal laws and additional elements because the CA DOJ process allows the firearm to be delivered before CA DOJ has obtained a fedeal NICS NTN approval number. Those two elements to the letter are new this year.

This is an odd response. Misdemeanor DV convictions have been a disqualifying factor for years. There are no federal "requirements" to a state exemption that the weapon must be for duty use.

There is however, a CA senate bill that was submitted this year that essentially disallows a personal 10 day exemption and only an exemption for a dept representative to be exempt for dept purchases. (Hardway, I'm sure this makes your d**k hard.. authored by Senator Skinner, Democrat out of Berkeley.. big fan of gun control). This bill is still in review, has not passed, is not state law, and may never be state law. Maybe that's what you were referencing??

You reference the CA DOJ process... The 10 day exemption is spelled out clear as day on their website under their FAQ section. CA DOJ is the be all, end all on the matter.

I can assure you, our union ain't swaying any votes 😆. CDCR and CHP have an understandably large backing due to their sheer size and both being state agencies. We're peanuts in comparison.

For the same reason I said what I said.

We (the union) push our mostly right leaning gun loving employees to vote blue which is more supportive to unions and the politicians sprinkle a little sugar on the chit sandwich with perks like this to make the feeling of belonging to a union that supports a dem candidate... not so icky.

Kinda like Vaseline...
