I always wait until after the draw in the point only period to buy a point. I usually have more money in the summer as I have spent all my extra cash on application in the spring.
 
Maybe they need to up the license prices because of lower oil prices hurting the economy? I know they have raised prices because of higher fuel costs in the past!

Lots of people, including myself, when I was in the PP rat race for deer. If you pay for a PP during the license application period and draw your first choice that required the G&F to issue a state check for a refund. That is just more money that could be kept in their budget for needed supplies, etc. Now that they are going to refunds right on your CC it may not make much of a difference since it eliminates the check, envelope, stamp, and is probably a much fatser method.
