Up front fees for everything but elk and deer. Barbary sheep are draw only down south.If you draw HD/Q elk hunt or antelope hunt this coming year, you won't be able to put in the following year. I think those are good changes overall, but I better start saving my pennies.

Full Fee Up Front
Anyone applying for a pronghorn, bighorn sheep, ibex, javelina or Barbary sheep draw license, MUST pay the full license and application fee when applying.

I think fees up front is always a good thing. Credit is what has this country in the mess it is in. Kind of weird they left out Oryx, deer, and elk? Sounds like a Utah tactic, complicate things more than they need to be?

I would be willing to bet that those are the three species that they recieve the most apps for. Heaven forbid they should lose all those app fees in their quest to be "fair!!" Morons... every one of them..
