1st or 2nd hunt?
The entire unit is elk country. Typically they'll still be bugling on the 1st hunt.
Get out and hike a little bit, and you should find elk anywhere in that unit.

Put a blindfold on, have someone drop you off anywhere in the unit and walk in a straight line for 5 minutes. You will be in elk. Seriously the entire unit is good. Leftturn and I have hunted 16D 7 or 8 times between our hunts and that of family and friends. It's my favorite unit other than the draw odds. There are elk everywhere, granted some places are better than others.
