Don't mean to step into the Wyoming thread, but I think the act of firing a rifle at a game animal is considered hunting. Your hunting tag is probably good for hunting in a specific unit.
I always hunt elk with my 300 WSM Browning X-bolt that I purchased in 2010. Nikon Monarch scope. Just a tack driving setup that I have a lot of confidence in out to 3-4 hundred yards using factory loads. I've often thought about a custom rifle, they look awesome. Maybe someday.

I just wonder if Utah or Wyoming would allow a draw (that includes premium tags) that gives preference to out of state youth over residents of any age?
I checked into the history of the "secondary Draw" on the CPAW website by looking at past commissioner meeting agendas and minutes. The secondary draw was approved by vote during the January 9-10, 2019 meeting.

No Mas, I threw money at the last two years even though I new it was a youth preference draw. CPAW sure advertises it as if you got a chance. They know exactly what this draw is, why don't they just call it a youth draw.
