Youth tag question

Does anyone know if the youth collect any points after not drawing a youth elk tag and why?

when i was putting in for the youth elk hunt a few years ago, they didn't use to point system, just luck of the draw. may have changed since though.
 
when I was a Hunter Ed instructor. We had a DWR officer asked that in class and at the time he said no points are accured for youth hunts. unless the laws have changed my guess is they havent
