Never! I assume you're talking about refund checks if you don't draw or for a PP if you bought one during the application period and drew your first choice. The answer is that last year the G&F started putting the refunds back onto the credit card that you used to pay the fees when you applied for the draw, rather than issuing paper checks. For elk that will probably be done by 3/1 or shortly thereafter, if not before.
