Wyoming Draw Question?

I was wondering how the draw works in regard to 2nd and 3rd choice. Of course, my first choice will be unavailable because it is the best unit. My question is, do they automatically go to my 2nd choice and give it to me if is available even though my 2nd choice may be someone else's first choice? Or do they go through all applications and fulfull everyone's first choice before moving on to see if they can fulfill the 2nd choices? I'm having trouble articulating this.

Swim or sink on your first choice, unless there are more tags than first choice applicants in a hunt.

EF's correct, your only chance to draw a second or third choice is if the choice is undersubscribed by first choice applicants. All first choices are drawn before the first second choice is drawn.
