I don't know what map you're using, but unit 41 goes way west into mostly BLM and almost all of it is easily accessible with elk in it, especially near the irrigated private lands. Also, you can use Hwy 14 on the north end to access a lot of country, including up in the NF near the wilderness, with some walking involved. I do agree with you that 45 has a lot more NF that is easily accessible and that's the unit I like the best in all of the Big Horns, but it takes a lot of PPs, especially for the Type 9 tag.
