Pretty positive thats a pack roaming in Wyoming... not 100% sure though!

Looks like the pack that was in 43 last year saw a bunch of them and the government trapper even said that the pack had 26 he said it was the largest pack in Idaho he knew of.

Looks like some good photoshop to me. I don't think they run in packs that large but I may be wrong. I think a guy took a bunch of pics of 2 or 3 going down that draw and put them all in a row.

That may not be Idaho, but friends called in a pack of 13 in unit one. Last year 15 in one pack in another part of unit one spotted traveling together.
Idaho is in a serious downward spiral, and that picture may not have been taken here but it is not out of the question for Idaho.
