Since I unintentionally started a controversy with my "funny quad story" post below, I felt obligated to clarify the official response of the US Forest Service.
A recently retired Supervisor told me that the Forest Service has the discretion to allow emergency vehicles to land for any purpose they deem necessary. The Supervisor of the pertaining Forest is the one who makes the call. Protocol and history would suggest that they will allow vehicles and/or aircraft for rescue efforts if survivors are suspected.
This particular Forester told me that there some differences between different Supervisors. He felt all Suprvisors would allow resuce efforts if there was even a remote chance of survivors. He stated if no survivors were found, he knew some Supervisors who would not allow vehicles in that case. Some will allow the use of vehicles to build guzzlers in a Wildnerness area, some will not. Some allow the use of snowmobiles to measure snow, some do not. In the case of a plane crash, they may wish to remove the debris as well which may require the use of vehicles of some type.
At any rate, I thought this may clarify the Wildnerness travel exceptions. It is pretty much up to the Supervisor of each forest and it is pretty much a given that vehicles are allowed if a survior is possible. I hope this message contributes to the board and does not end up illiciting insulting remarks to each other. We need to stick together for the future of wildlife and hunting!
