Why is Antelope 116 an archery only unit?

Low animal population or just a limited special opportunity area.

I believe it's because of low goat population, but having the AO season still allows some hunting opportunity and a small quantity of animals to be culled each year.

Thanks for responding TG. After you posted I checked the other Muzzleloader and pistol archery only units and it seems that most of them have reputations for lower populations. So it looks like you are right.
