Washington arrow weight restriction

Does anyone know if the restriction of 6 grains per pound of draw weight includes all componenents of an arrow or just the arrow itself.

A friend and I were discussing this and thought of what a disadvantage this is for people with a shorter draw length.

Coonhound is correct. I would like to go a little lighter on my arrow, but I dont think that it is necessarily a bad thing.
