DOES A FELLA HAVE TO BUY A UTAH HUNTING LIC. BEFORE HE BUYS SOME OF THE EXPO TAG CHANCES TO BE IN THE TAGS DRAW?????..............I WILL TRY TO GO TO THE EXPO IN 2016...............THANKS.........YD.

Yes, you must have a valid hunting license at the time you apply for the tags.

Hawkeye is correct.

To add to that and make it more confusing: You can either apply online or at the door of the expo and either way your license needs to be valid.
You must validate your applications at the doors of the expo but your license does not need to be valid to validate your apps.

1) License needed to apply
2) validate the applications at the door but license needs not be valid.
