Unit 38 deer

I realize there arent a lot of deer in unit 38 but I was wonderin if anybody knew of any areas to try and bowhunt, is cj strike wma any good, im sure there must be some out on the snake river birds of prey conservation area as well but there doesnt seem to be much food or cover out there, and ive never seen many, always trying to find the deer in 38 and havent had any luck yet, but dont have a real big budget this year due to only workin part time and was lookin to stay close to home during early archery

dont have a boat thats the only problem, are there any islands on the snake that one could wade out too? i realize its deep in most areas
