Unit 23 Mule Deer

I'm confused about the tags... Can I purchase a Non-Resident OTC Mule Deer / Whitetail General (Rifle) tag and hunt Unit 23, or is there a draw of some sort that I've missed?

Read the regs !! u can buy a general deer tag or a whitetail tag !! both tags are open for archery either sex from Aug 30 to Sept 30 .. the general tag is any weapon Oct 10th thru Oct 31st Mulies ONLY !!! the Whitetail tag opens the same date as the general rifle tag BUT runs until Nov 20th & is Whitetails ONLY

PS I hunted there the first season in Idaho because I saw so many deer in the summer. First snow flake and they all were gone from Burgdorf area.

Attention Deer Hunters!
Deer hunters may choose either a regular deer tag or a
white-tailed deer tag. The regular deer tag is valid for any
hunt listed under ?2015 & 2016 Regular Deer Tag Seasons?
on pages 8 - 13 and may be used to take a mule deer or
white-tailed deer during those seasons.

Right on !! that is why I mentioned read the regs to be honest I did not see that either !!
