This was published on the UDWR's Wed Site sometime this week. I promised a few of those that contacted me regarding the plan that I would post it here, if someone else didn't first.
A special thank you to those that sent me e-mails regarding the new plan. As promised, I made certain that all of your comments where sent to all of the other committee members, as soon as I received them.
