So tagging a moose or antelope I can see you put it at that base what about a goat or sheep? Doesn't it slide off the hore or do you put it on the leg? How do you legally tag your animal?
 
You cut a slit through the ham string on the hind leg at the knee. Just have to make sure all meat & the horns stay with the tag.
 
i always carry electrical tape. so i took my tag and put it in a plastic baggy then used the electrical tape and taped it around the horns. the baggy keeps the tag from getting sticky and the horns to.
 
Ever heard of a cordless power drill? I carry one on every sheep hunt! LOL
Your question has already been answered but I had to be a smart*&#.

I think most areas require the tag to remain with, or attached to, the largest hunk of meat.... not the horns.

Sheep are usually skinned and quartered for meat removal and cape protection, Just tie it to the hock or around the de-boned meat.
