I'd go with hounds just because its fun and its your best shot at looking over a bunch of bears.
Spring bears in the Book Cliffs are runnin pot lickers, so its no easy chore with hounds.
No area is really better than another in my opinion. Spring bears in the Book Cliffs are on the move. If you spend the morning in good bear country you are going to find a track. Shouldnt be a problem to cut a track every day! Dont be afraid to look down in the cedars and around springs.
