Could someone please let me know if your second choice is considered when you apply in the special deer draw (nr)? I've hunted Wyoming quite a bit, but I've never done the special.

Yes only if there's leftover then you'll pick it up.

Some people drew tags last year as a second choice, I did not. Could I reasonably assume if I put in the special, I'd draw my second choice?

If there are leftovers then you have a chance at the tags as a second choice. If you do draw a leftover, you won't lose your points.
