Depends on the hunter. He would be the biggest deer ever seen by many. Not a shooter for me though as I have several others spotted that are bigger. If I determined he was the biggest I'd seen and at least 5 years old, then yes.

If the pic was taken in july he might grow a bit more but i bet you could do better .

Does he meet your goal for a buck? How much time do you have to hunt? How good are you at finding big bucks? How much does the meat vs. antler factor weigh in for you?

Always several variables and always a personal decision. At that glance, I would say not for me. Two years ago a sure bet. My goals and skill level have changed.
