I am going to start applying in for a Rocky Big Horn Sheep in Montana just wondering some good units I have been told that there are units that you could draw with 0 points any information to pass on let me know thanks for your time.

It's a bonus points system, so you can draw any unit open to nonresdents (I assume you are) with no points. They rotate units nonresidents can draw every year, you will know which at application time. As far as the best, who cares, they are all good. 680 has put out the most really big ones in recent years, but the draw odds are the worst.
