Never hunted there, but my experience on public land has led me to try and avoid the first three days of any game season.
Unless you have three or four days to scout just before the opener and basically have a good one pegged. This let's the deer get pushed into their hidy spots where they feel safe.
Finding those spots is your best option. Not usually easy, but those spots if found can produce year after year.
