Deer population is so low that the Walk In Areas I looked at does not allow deer hunting.I talked to a gamewarden in the area and he said several ranchers stopped taking deer hunters untill the herd has a chance to rebound. I can respect that.

The deer population is low. The walk-in you speak of really isn't deer country and never has been (accept for a small portion of it). Good deer can be found, especially on private land, but landowners seem to want more and bigger deer, so the price for them is at a premium. A mature mule deer is extremely hard to find on public land there.
