Here is how it works: The 193 type 4 cow tags are "full priced leftover licenses". It will cost $591, if you are a non-resident, to apply. If there are any of those tags left after the left-over drawing, they are sold on a first-come basis (called "issue-after licenses") for $577, which is full price minus the $14 fee to apply for the drawing. The 333 type 5 cow tags for unit 7 (Nov 1 - Jan 31) work the same as the type 4, above. **** Now, in a totally separate process, there are left-over reduced-price cow tags. These cost $288 for a non-resident. They are posted on the website now. There are 60 type 7 cow tags and 77 type 8 tags (see the elk hunting regulations to see what the "type 7" and "type 8" means). These tags go on sale on 15 August at a local license vendor. I have driven to Wyoming and got in line at 2am for some left-over reduced-priced deer & cow elk licenses where there were just a few, and other times I've called and bougth them over the phone a couple days after they go on sale with a credit card when there were hundreds left (doe antelope). When the list of vendors comes out around August 1st, you can call them and find out if they will sell over the phone, and when they will start selling over the phone if they will do it. They usually only sell locally for the first morning, and sometimes the first day or two, then sell over the phone if anything is left. (Some vendors don't want to mess with selling over the phone and having to mail out the license, so they only sell to you in person.) Be sure you check the regulations on the "type". Many times the "type" limits where you can hunt, like private property only, or off National Forest only, etc. Good Luck!!
