quota vs issued, wyo draw odds

LAST EDITED ON Dec-10-14 AT 06:49PM (MST)[p]On the draw odds why will it say something like quota 16 and then it says 20 issued. How can there be more issued permits then the quote allows for? Perhaps there was a group that drew? But then the percent of successful applicants correlates with the 16 people that drew, not the 20. For example, if there were 32 applicants they get the percent of successful applicants by dividing 16 by 32, not 20 by 32?

It is strictly caused like was stated when a party gets drawn and there are fewer tags left than the number in the party. Only for deer, elk, and antelope when that happens will they issue all in that party tags even though it will exceed what it shows were left. They then figure the percentage odds by using what tags were left along with the people in that last pool and not how many tags they actually issued on that last successful line to get the correct odds percentage like the extra tags weren't even issued. I hope that makes sense.
