Preference Points?

I thought the Wyoming web sight posted that you could buy nonresident pref. points on July 1. When I went to get them today it took all of my information, but then declined my credit card. But the card is clean. Anyone know what gives? Thanks.

Sorry false alarm. Went thru ok this afternoon.

Wyoming's system had an issue processing CC's this morning. They had to shut the preference point page for a couple hours.
