I think I know the answer to this but I want it confirmed by the WY experts. If I buy a point in July, do I still have to pay the $14 application fee?

Nope, you're not applying for anything. Straight purchase.

The $14 application is for them to process each application if you put in for a drawing. If you buy your PP in July, you can still also buy leftover licenses in July that don't have that $14 fee attached because it's a first-come first-served method.
