Prairie Dogs around Casper

We hunted near Casper for antelope last year and while we were looking for antelope we found a few patches of prairie dogs. At least I think they were prairie dogs or maybe they were rock chucks. One patch we found was on a private ranch. Another spot was on public ground just off the highway. What are the rules for shooting vermin? Are some protected and others fair game? Do ranchers hate them and readily grant access or am I more likely to find a "pay to shoot" situation. We bought left over antelope tags this year and we will be in Casper several days before the opener and would love to shoot squeakers somewhere along the way. Is our habitat stamp all we need? We might pay a small fee to shoot private ground if its a good spot but we are not "$150 a day" guys. Any ideas and info would be great. Thanks in advance
