Possesion of Skulls

I know that it is illegal to pick up a buck skull in Utah, but it is not illegal in Idaho. If I am shed hunting in Idaho and find a head can I bring it back to Utah legally? The law says that heads can be purchased from someone who took the buck legally with the address and tag number of the person who took it. If I find a head in a state that allows people to pick them up, I have taken it legally. So can I then sell it to myself?

If you found one in Idaho you could probably go to the fish and game office and request a "tag" to put on your find....Or you could call the Utah office before you crossed over the border and tell them you will come in and let them check it out or something along those lines.
