How Many Years did it Take Officials to Figure this out?

It is not just wildlife. I found a long dead moo cow on Blue Mountain many years ago. It's stomach was deteriorated and split open. At the time of death, it had been clear full of plastic bailing twine, plastic bags, etc

A butcher told my dad once that some of the cows that come in for slaughter are so full of bailing twine that they can hardly eat any food.
