Two of us want to let another hunter enter the draw next year. Will our points be averaged between the three of us or be based on the lowest point total of the new applicant?

Yep they average and don't round down.

Example, 2 hunters have 2 points each. 3rd hunter has 1 point. if they all apply as a group they average to 1.66 points

And it is true preference for the 75% preference tags. You are ahead of everyone with less (even .01) points and everyone with even .01 more point than you gets a preference tag before you.
