Non resident general elk

I have a friend from out of state looking to come to Wyoming elk hunting with me in elk area 13, I looked at the regulations and it dosent show regions like it doesn't for deer.

Do I have him apply for the area specifically or am imissing something in the regulations? This is the first time I've felt with the nonresident side of hunting personally in helping some one apply
