HI Guys looking for some info on elk points and how long it will take for a decent unit / hunt i have no points for Wyoming. Do you have to buy license for points Thanks in addvance for any info Mike

No, as you can just buy a PP during the summer, so if you buy one in 2018 and another in 2019 you'll have a good shot at a general tag good for a lot of units for the 2020 draw.

I'm pretty sure the points only purchase time period for Wyoming is mid July through the end of October.

All the questions you're asking are easily answered yourself if you log onto the G&F website and click on the hunting booklet for 2018. Points can be bought from July through October, as Millworks mentioned.
