Yes, that is illegal accordingly to state law. No different than an unlicensed contractor trying to undercut the legit guys out there.

Maybe he is being careful on purpose..?? He never mentions that he will guide. He only offers help getting the bull of their dreams, including offering horses for retrieval... Though misspellings and grammar suggest otherwise, maybe he's a smart cookie..??
