What units have the best cow hunts? Thanks!

units 54 in the southhills and unit 44 if you can draw eather of those tags you are garenteed a cow

For the last couple of years unit 69 had a December controlled hunt that was a slam dunk once the snow came. The general season Tex Creek Zone A tag is good if there is early snow, but the wolves have moved into the area as well
