Leftover ID Bull Moose Tags

I saw on IDFG site that they have leftover bull moose tags after the controlled hunt draw. http://fishandgame.idaho.gov/cms/licenses/leftover/moose.cfm
What is the story on these tags? I am guessing that they are for units with difficult access and or low trophy quality? Just wondered if anybody knows the details. Seems like ID gives a lot of moose tags and that there is a good opportunity to draw a tag for a non-resident willing to pay the $1759.50, or 10 times less for a resident.

I talked to the Fish and Game about them. You are right, most of them have extremely difficult access. Didn't really talk about the trophy quality but the access seems to be the biggest issue.
