Proposals for the 2013 and 2014 moose, bighorn sheep, and mountain goat seasons are available for comment on the IDFG web site: https://fishandgame.idaho.gov/content/trophyproposals. Input is due by Januray 9th.

No preference points (nothing to show for years of unsuccessful applications), sky-high prices that must be paid upfront, and as little as 0% to a maximum of only 10% quota for non-residents? Idaho sure seems to be the most unfriendly state for non-resident hunters. I will assume Idaho does not want my $$$.

i sure like to see that they are willing to completely close hunts where the moose are not doing well.

I agree. 150 dollar license and slim chance for non res to draw. I only live 25 miles from Idaho, but gave up on Idaho. I hunt WY, CO, UT, and sometimes AZ.
