I hate to tell you this, but you will find biased un-informed anti-hunting idiots like that liberal reporter in every state we have. It is not just confined to CA.
She was writing based on emotion and her dislike for hunting in general. Does not know or even care about having a balanced deer herd with a good buck to doe balance.

Having it set up to where the county supervisors have to approve of "antlerless" hunts pretty well eliminates them. It has for many years.
