Hunting permit question

Hello

I am from the UK and I am doing an A level in Biology and I am researching conservation in the US. I am focusing on Jackson Hole at the moment.

I was wondering how it is decided how many Elk permits are issues a year. Is it down to population? Or previous years demands or something else? I have found data on the number of permits issued but not if it depends on anything. I have looked in a lot of places for answers but no luck so far, so I thought I'd ask.

Population and carrying capacity of the habitat when done properly by the G&F and then toss in a little politics/social acceptance that can skew it up or down some!
