Finally figured it out....

I finally figured it out, anyone who wants one of the 13,000 tags that were cut out of the system just has to present the DNR with 5 coyotes, or 1 Mtn. Lion, or a wolf. (The wolf gets you a life time hunting permit). What do ya think?
