Elk unit 9 - Deer unit 76

Hello, this will be my first year hunting Wyoming as a resident. I live in Cheyenne, and from what I have gathered from the maps, unit 9 for elk and unit 76 for deer as the closest general units with good public access. I plan on archery hunting for both, but am not above pulling out the rifle to put some steaks in the freezer. From looking at the past hunter surveys, it averaged about 33 days for hunters to harvest an elk in unit 9. Are there not many elk in that area during season, or is it just the terrain that makes it difficult. If anybody has hunted either of these units, I would love a little more insight. They are general units that probably get overhunted being close to Laramie and the deer tag is only good for a 3 point or better on at least one side, so the deer situation must not be very good. Why are you looking at those units when as a resident you have just as good a chance as anyone else in your draw to get a LQ tag somewhere?
 
Being that it is my first year hunting mule deer and elk, I am wanting to stick fairly close to home. I am a flat lander from the Black Hills, SD and grew up hunting whitetails on the river bottoms out of treestands. Just looking to get a few elk under my belt before I start traveling farther.
 
You'd probably have better luck for elk than deer. I'd hunt archery as much as possible. Deer numbers are very poor there. Even seeing one is a bonus. The area is heavily hunted as noted.
 
It does not seem like deer number are very low. Every time I have driven out there, there are dozens of deer along the road between woods landing and jelm. I saw a group of about 150 deer on some blm land. If these are low deer numbers, I want to see the areas that have high numbers.
 
If you drove through there recently your're seeing a high concentration on the winter range. They are much more dispersed during the sept/Oct season. Success in those areas run 5-15%.
