Elk Info on Bear River & Diamond units.

I'm a NR looking for an OTC Archery elk hunt in the Bear River or Diamond units. Can any one confirm that these are Tag A OTC units, and if so when do they go on sell. I spent some time on the web site but needed to confirm. Thanks for the help.
