IF I have 5 points & my buddy has 0 if we send in extra money for a pp with our app. do we have 3.5 points each or 2.5

For 2012 you would have 2.5. You get the PP after the draw.

Yep, the PP you buy with the application, or if you wait to do it during the summer PP application perid, is not good until the draw the following year.
