Nino, there are numerous posts on here about both units. If you do a search you'll get a lot of info. I'm sure others will chime in but that would be a good place to start.
A week is an awful short time to hunt for an expensive hard to draw 45-9 NR tag. Each year it seems to be hit an miss on when the best time to be in the unit is and cutting it down to just one week out of the entire month would sure be a guessing game as to when to go.
Good advice and if I had the time I would go for the whole season! Quite a bit of info on 45, but not as much on 39 in the archives. Both seem like good options.
I don't know anything about 39 but I hunted 45 last year and it was decent but I hunted the end of September and we had some good snow and it shut the elk up and it was a tougher hunt than I thought. If you have enough points to draw 45-9 you may have enough to draw 38-9 which I would look at over 39. 38-9 does not give rifle hunters the option of hunting the last two weeks archery also like 45 does so you'll end up with less competition. 45 I think is a good unit but will have more hunters and 38 seems to be rated higher than 39 in the standard publications. If you decided on 45 shoot me a note and I'll give your some good places to start.
