You have to take the Eastmans' recommendations with a grain of salt. When I looked over the "blue chip/green chip" synopsis this year I had to shake my head at a couple of their recommendations. No disrespect to Eastmans, but I got the feeling that except fort the units that they personnally hunt, they're mostly relying on second-hand heresay, and you really can't blame them. With all of the great elk units in the state, it would be impossible to stay up to date on every hotspot. I truely belive that any limited quota area and most general tags are capable of producing mature bulls for a hunter that puts in his time (meaning alot of on-the ground pre-season scouting and probaly several years of prior hunting experience in the unit.) Don't expect to wander into mature bulls in ANY unit in the state on a first time hunt, based on the recommendation of Eastmans or Huntin' Fool.
I got a chuckle out of the comment in Eastman's that the unit is only "moderate terrain". It may be moderate in that you don't have to sit a horse for 20 miles to get into the hunting country, but when you hit the mountains in this unit you'll be VERTICAL and balls out in a hurry...
