Eastmans' Article on PP System

There is an interesting editorial about the possible implementation of a PP system in Idaho on page 90 in this month's Eastmans' Journal. The article is against a PP system for residents but thinks it is a good idea for nonresidents.
 
I read the article and I am for it!
Idaho realizes the financial impact nonresident hunters bring to the state. I have been buying nonresident licenses, elk, deer and bear tags for myself and my sons for over 10 years now. I suppose they are attempting to reward nonresidents for their persistence. I have been unable to draw unit 29 elk tag and antelope tags in 29 or 37A for a while now. Maybe a few PP will help.
