That post of his has nothing to do with restricting the number of residents hunting deer in G like you're talking about. He's talking about cutting the entire tag structure to that 10% NR limit and if that would ever happen the residents would either have to pony up a lot more money to make up the difference or they would have to have another structure set up to make up for the huge loss in money that wouldn't be coming in from NRs.
