Draw help

If a non resident applies on the special draw with no bonus points will he outdraw someone who applies as second choice? Not sure if this makes sense or not. If my first choice is region W would I draw before a second choice with bonus points for that region?

LAST EDITED ON May-25-16 AT 08:53PM (MST)[p]points aren't used for 2nd choice. Your 1st choice will be looked at before the other guys 2nd choice.
