Would it be easier to draw a dall tag in alaska than a bighorn tag in the lower 48?

No, it would not. Usually the best draw areas typically run in the 4% or less draw success. The best way to do it is to book a hunt with an outfitter, then apply in a limited unit. If you draw, you hunt that special area. If not, you go hunt with the outfitter in his normal area.
